RI&E
Every organisation must have an RI&E (risk inventory and evaluation). Yet it often ends up in a drawer. We draw it up with our RI&E specialist, have it reviewed and turn it into an action plan you actually carry out. In our RIE Portal you keep track of that plan, and the RI&E stays up to date.
Where it starts
Risk management at the centre
Absence management, the consultation hour, PAGO, PMO and prevention work best when they start from the same risks. Those are in the RI&E. It determines which examination you offer in the PAGO, what a PMO measures and which measures get priority. And the company doctor supporting an employee already knows the risks of the work. The other way round, signals from the consultation hour, the PMO and absence management go back to the RI&E. That keeps it up to date, instead of it disappearing into a drawer.
Do we have an RI&E that is right, and do we do anything with it?
Those are two questions. The first is legal. Every employer with staff must have an RI&E with an action plan (Working Conditions Act (Arbowet), article 5). A certified core expert must review it (Arbowet, article 14). If the RI&E is missing or has not been reviewed, the Netherlands Labour Authority (Arbeidsinspectie) can impose a fine.
The second question matters more: does the RI&E help you prevent absence? That only works if the action plan is carried out and the RI&E moves with your organisation. That is where our work lies.
What an RI&E gives you

The RI&E maps what affects the health and safety of employees in your organisation: the emergency response (BHV) organisation, workstations and work equipment, but also workload and undesirable behaviour. That gives you six things.
- Knowing where to start. Every risk gets a risk class using the Kinney & Wiruth method (probability x exposure x effect). You tackle what weighs heaviest first.
- Less absence. Workload, ergonomics and undesirable behaviour belong in the RI&E. If you see them early, you prevent absence instead of managing it afterwards.
- Complying with the Arbowet. The RI&E and action plan are mandatory. During an inspection, the Labour Authority usually asks for them first.
- Prepared for an emergency. You see whether emergency response, escape routes and emergency procedures are in order, and what still needs to be done.
- Meeting your insurer’s requirements. Many insurers require an up-to-date RI&E in their policy conditions.
- A basis for prevention. The RI&E determines which PAGO you offer and what a PMO should focus on. Without an RI&E you do not know what you are testing for.
How we go about it
- Onboarding conversation With your contact person or prevention officer we discuss your occupational health policy, absence figures, emergency response and PSA policy. Send the documents you have in advance, such as the emergency response plan and the staff handbook.
- Site visit We walk past workstations, meeting rooms and facility areas, together with someone from facilities or the prevention officer. We check what we heard in the conversation and see what is still missing.
- Employees have their say With short interviews and, if you wish, a digital questionnaire, we hear how employees experience workload, safety and their workstation.
- Analysis and report You receive a report with a management summary, an overview per risk class and an action plan with measures, owners and deadlines.
- Review An SKO-certified core occupational health expert reviews the RI&E. Our company doctor always looks at the health risks and what they mean for the PAGO.
- Carrying out and keeping up to date The action plan is in the RIE Portal. That is where you complete it, and where we keep the RI&E up to date.
What you get
- An RI&E that fits your organisation. Drawn up by our RI&E specialist, based on conversations, a site visit and the experience of employees.
- A review that meets the law. By an SKO-certified core occupational health expert, with our company doctor involved.
- An action plan you can carry out. With priorities, owners and deadlines, digitally in the RIE Portal.
- A measurement of the PSA part. We measure workload and undesirable behaviour with the workload scan, so it does not stop at a tick box.
- One point of contact. Healthguard plans, coordinates with your organisation and monitors progress.
Measuring workload instead of guessing
Workload is rarely one thing. The workload scan looks at what costs energy (workload, emotional strain, lack of clarity) and what gives energy (control, support, clear priorities). Based on COPSOQ and the JD-R model. You see per team where the pressure points are, and only at group level.

Where the difference lies
With us, the RI&E does not stand on its own. It determines which PAGO you must offer and is the basis for prevention. And if someone does drop out, absence management picks it up, with a company doctor who already knows the risks in your organisation. Together that forms a chain: risks mapped, checking whether measures work, and supporting anyone who still drops out.
The tasks are clearly divided. Our RI&E specialist carries out the inventory, writes the report and supports the action plan in the RIE Portal. Healthguard is your point of contact and connects the RI&E with the rest of the care: company doctor, PAGO, PMO and absence management.
The RI&E is about work and working conditions, not about individual employees. Medical data stays with the company doctor.
Expect about twelve weeks from the first conversation to the report. The RIE Portal is included from the start.
RI&E portal
Your RI&E and action plan in one place
After the RI&E, the real work begins. In the RIE Portal your action plan is digital. Your prevention officer, HR and managers see what is still open, who is working on what and which inspections are coming up. Our RI&E specialist keeps an eye on it and helps when a risk gets stuck.
- Assign actions to colleagues, with an owner and deadline. They only see their own action points, not the whole RI&E.
- Report changes, such as a move or new activities. The RI&E is then updated.
- Always an up-to-date RI&E as a pdf, for an audit, the Labour Authority or the works council.
